How to use this guide
This guide assumes no prior HR knowledge. Every term is defined the first time it appears. Your paralegal background will help a lot in the U.S. employment law chapter, but the exam treats law as only one of 14 knowledge areas. Most of the exam asks how an HR professional should act, not what a statute says.
Each chapter follows the same pattern:
- What the BASK expects. These are the official key concepts SHRM says the exam can test, taken from the 2026 BASK.
- Core content. The concepts are explained in plain language, with tables for anything you need to compare or memorize.
- Exam tips. These are marked with a ★ and point to common traps and how SHRM tends to frame each topic.
- Practice questions. Each chapter ends with knowledge-check and situational-judgment questions. The answer key, with explanations, follows the questions.
About accuracy
Exam facts (format, weighting, competencies, functional areas) were checked against SHRM's 2026 BASK and 2026 Certification Handbook. Legal facts were checked against U.S. Department of Labor, EEOC and other primary or reputable legal sources as of October 2026. Where your LinkedIn course materials were outdated or wrong, this guide says so. Employment law changes often, so the guide separates what the exam is built on from recent developments.

★ Register soon. Prometric seats in December and January fill up, especially near the holidays. Aim to apply and schedule by mid-November so you can get an early-January date. The application cannot be submitted after Dec. 24.
How the exam is built: the 2026 SHRM BASK
The SHRM BASK (Body of Applied Skills and Knowledge) is SHRM's official outline of what HR professionals need to know and do. Exam writers write every question to a BASK item.
1. Behavioral competencies (HOW you apply knowledge)
There are 8 competencies in 3 clusters:
| Cluster | Competencies | Exam weight |
|---|---|---|
| Leadership | Leadership & Navigation · Ethical Practice · Inclusive Mindset | 19% |
| Business | Business Acumen · Consultation · Analytical Aptitude | 17.5% |
| Interpersonal | Relationship Management · Communication | 13.5% |
2. HR Expertise (WHAT you know)
There are 14 functional areas in 3 knowledge domains:
| Domain | Functional areas | Exam weight |
|---|---|---|
| People | HR Strategy · Talent Acquisition · Employee Engagement & Retention · Learning & Development · Total Rewards | 19% |
| Organization | Structure of the HR Function · Organizational Effectiveness & Development · Workforce Management · Employee & Labor Relations · Technology Management | 18% |
| Workplace | Managing a Global Workforce · Risk Management · Corporate Social Responsibility · U.S. Employment Law & Regulations | 13% |
Question-type mix
| Item type | Share | What it tests |
|---|---|---|
| HR-specific knowledge | 50% | The 14 functional areas |
| Situational judgment (SJI) | 40% | Choosing the best action in a realistic workplace scenario |
| Foundational knowledge | 10% | Knowledge underlying the behavioral competencies (for example, leadership theories and motivation theories) |
Changes in the 2026 BASK
Under the 2026 BASK, which applies to your window:
- "Inclusion & Diversity" and "Global Mindset" were merged into one competency, Inclusive Mindset, in the Leadership cluster.
- "Critical Evaluation" is now Analytical Aptitude.
- "HR in the Global Context" is now Managing a Global Workforce.
- There are now 14 functional areas. The former "Diversity & Inclusion" functional area was folded into the Inclusive Mindset competency.
- The cluster and domain weights changed: Leadership (19%), Business (17.5%) and Interpersonal (13.5%).
- The 2026 BASK adds artificial intelligence (AI) examples throughout, such as AI resume screening, generative AI in training, AI policies and AI bias awareness.
The U.S. law question
The U.S. Employment Law & Regulations functional area is tested only for candidates testing in the United States. You will test in the U.S., so it applies to you.
How to answer situational judgment questions (40% of your score)
Situational judgment items (SJIs) describe a workplace scenario and ask what the HR professional should do. Only one is the "most effective."
Patterns that are usually correct:
- Gather facts before acting. Investigate, talk to the parties, and review data/policy.
- Use the least drastic effective step first. Coach before disciplining, mediate before litigating.
- Stay within your role. CP-level HR implements, advises and escalates. They do not unilaterally make executive decisions.
- Align with business strategy. Tie the action to business goals.
- Be consistent and fair. Apply policies uniformly and document everything.
- Communicate directly and early with the people affected.
- Escalate legal risk, safety threats or ethical violations promptly.
- Protect confidentiality while being honest. Never promise absolute confidentiality during an investigation.
Patterns that are usually wrong:
- Ignoring the issue or acting on rumor.
- Retaliation or overreacting (firing immediately without policy).
- Passing the problem to someone else without a reason.
- Giving an employee legal advice.
★ Read the last sentence first. Note what is being asked: the first step, the best response, or the most effective way. "First" questions usually want information gathering, not a final decision.
Corrections to LinkedIn Course Materials
| Course handout | Incorrect Content | Corrected Version |
|---|---|---|
| Total Rewards | Compa-ratio: market rate divided by market midpoint | Compa-ratio = employee's actual pay ÷ midpoint of the pay range. |
| Corporate Cultures | Hofstede's Five Dimensions | Hofstede's model has six dimensions (adds Indulgence/Restraint). Dimensions describe national cultures, not companies. |
| Data Analysis | Frequency distributions = chronological | Frequency distribution shows how often each value or range occurs in a data set. |
| Data Analysis | Mode is average of two middle numbers | That is the median. The mode is the most frequently occurring value. |
| Financial Analysis | Profit margin = revenue minus costs | Profit margin = net income ÷ revenue, expressed as a percentage. |
| Legislation | Contract bar: at least three years | Valid CBA bars election for the life of the contract, up to a maximum of 3 years. |
| Legislation | EO 11246 as active law | EO 11246 was revoked Jan 2025; regulations rescinded Oct 2026. |
| Appraisal Methods | Contrast effect: comparing statements | Contrast effect = rating a person by comparing them to other people instead of the job standard. |
| Leadership Theories | Trait theory focuses "only on task" | Trait theory focuses on innate characteristics; Behavioral theories look at task vs. people orientation. |
| Leadership Theories | Middle-of-the-road manager not really a manager | (5,5) manager balances task/people at moderate levels for adequate performance. |
| Focus Groups | Nominal group technique: discuss ad nauseum | Starts with silent idea generation, followed by sharing and private ranking/voting. |
| Growth Strategy | Joint venture: companies merge | Parent companies continue to exist and jointly own a new, separate entity. |
★ If you fall behind, protect the Leadership cluster (19%), the People domain (19%) and the situational judgment strategy. Together these are the largest share of points.
Behavioral Competencies Overview
A competency is a cluster of related knowledge, skills, abilities and other characteristics (KSAOs) that produce the behaviors needed to do a job well. Technical competencies (HR Expertise) are what you know. Behavioral competencies are how you apply it.
